New year, new breaks.The past week's brutal cold snap has placed an extra burden on local public works crews as water main breaks have been a daily occurrence in the area.Since the beginning of the year, Albany has had at least 10 breaks, Cohoes has had at least four, and Troy fixed one on Sunday.The water main ruptures, caused by freezing ground coming up against brittle, older pipes, are a drain on the department's equipment and crews, said Albany Water Commissioner Joe Coffey.
