The federal government gave the troubled Eureka Garden housing complex a barely passing score last month. On Tuesday, Global Ministries Foundation, the non-profit that owns Eureka and six other Jacksonville properties, announced the Westside apartments’ score, a 62, one month after the non-profit had announced that the apartments passed.
