The EPA’s Clean Power Plan, which seeks to limit carbon emissions from the electricity sector, was finalized back in August, but it will be officially published in the Federal Register on Friday, setting in motion of flurry of court filings, lawsuits, and counter suits. Fifteen states have said they will sue the EPA, revisiting arguments they used to try to stop the rule before it was even made.
