Joel O'Keefe, the notorious local felon whose escape from State Police custody in Ballston in 1994 prompted a two-week manhunt, remains in a maximum security prison because he has not found a suitable place to live, according to the Department of Corrections and Community Supervision.O'Keefe was eligible to leave Five Points Correctional Facility in Romulus on Saturday but remained in custody Tuesday, agency spokesman Pat Bailey said.
