An annual rating by state Comptroller Tom DiNapoli has found that two of four local governments – Albany and Watervliet – are among the most financially troubled communities in the New York.Both Albany and Watervliet were found to be in "significant fiscal stress," according to DiNapoli's latest scores in his office's Fiscal Stress Monitoring System.
