Delaware County Commissioner Ken O’Brien resigned this afternoon, citing public pension system rules that force qualified public employees to leave office for financial gain. O’Brien, 54, who often sparred with colleagues and was known to read large documents thoroughly before voting on issues, made a tearful goodbye at the Delaware County Board of Elections.
