Cincinnati City Council members voted down a proposal on Monday to award a development agreement with Indianapolis-based developer Milhaus to build a mixed-use apartment project north of City Hall, with members signaling that they preferred to allow Cincinnati Public Radio to buy the site.  In the budget committee, council voted 1-8 for the Milhaus proposal, with Councilman Chris Seelbach, a Democrat, casting the only vote in favor of the project.
