LIBERTY - The Sullivan County Welfare Fraud Task Force arrested a woman on Monday who is wanted on fraud-related charges in two states and has used more than 25 aliases, investigators said.The Delaware County Fraud Investigation Unit tipped off the Sullivan task force when it learned that Joanne C.
