The concept is not new: There is a right-leaning, small-government, spending efficiency argument to be made that there are better ways to deal with sentencing and incarceration in the U.S. Conservative luminaries such as George Will and Newt Gingrich have made prominent arguments relatively recently that could just as easily come from the NAACP or Human Rights Watch, and some of the most potent arguments for prison reform have come from voices aligned with the Libertarian party.
