Complaint Asks Puco To Regulate ‘submeters’

A Columbus attorney is asking utility regulators to declare that it is illegal for a “submeter” company to charge a markup for electricity in his condominium. Mark Whitt makes his arguments in a formal complaint before the Public Utilities Commission of Ohio, a process that is much like a civil lawsuit.
