Colorado Springs Mayor John Suthers will deliver his state of the city address Thursday at the end of his second summer in office. At Broadmoor Hall, Suthers will report on the progress of the three promises he campaigned on to become the city's 41st mayor: improving the political climate in city government, investing in the city's critical infrastructure and promoting job creation.
