The new water treatment plant for the Southern Delivery System will be named for Edward W. Bailey, the Colorado Springs City Council decided unanimously Tuesday.Bailey is "one of the real geniuses of the 1996 water master plan . that gave us the Southern Delivery System," Council President Merv Bennett said at a Colorado Springs Utilities board meeting this month."Ed is still alive; I believe approaching 80 years old," Bennett said, choking up a bit.
