SchenectadyThe owner of an apartment building where a deadly fire started in March is alleging fire hydrants closest to his 104 Jay St. property weren't working properly. The allegations in the latest notice of claim against the city, filed Monday on behalf of Theodore "Ted" Gounaris Inc. of Long Island, contend the Schenectady fire department's response was hampered because those hydrants were not in "proper working condition."City Attorney Carl Falotico said Tuesday the fire hydrants were working correctly during the early morning hours of March 6 when firefighters responded to the fast-moving fire that spread from 104 Jay St.
