Council sets hearing for plan to allow non-citizens to vote in Portland elections

The Portland City Council will hold a public hearing next month on a proposal to allow some non-citizens to vote in local elections.
The proposal would require an amendment to the City Charter, which is possible only through a citywide vote. The issue appeared on the agenda for the first time Monday, when the council set a public hearing for Aug. 13. At that time, the council could vote to put the question to voters.

BEIJING — China said Monday that it has filed a World Trade Organization challenge to President Trump’s latest tariff threat, stepping up its diplomatic efforts to counter U.S. pressure in a spiraling technology dispute.
The Trump administration has criticized the WTO as unable to deal with the problems posed by China, suggesting a challenge there might have little impact in Washington. But it might help Beijing rally support from governments that criticized Trump for going outside the WTO to impose tariffs on Chinese and other imports.

 

Baby dies of ‘lethal combination of drugs’ from mother’s milk

It was 3 a.m. and Samantha Whitney Jones’ 11-week-old son was crying.
So, Jones did what many mothers would do: She sat down and tried to breastfeed him.
About five hours later, her baby would be dead. The cause of death, prosecutors say, was a “lethal combination of drugs” ingested through Jones’ breast milk.

LOS ANGELES — An Oregon woman who was badly injured and stranded for a week after her Jeep plunged 250 feet over a cliff into the ocean says she survived by drinking fresh water dripping from moss until she was rescued by a couple hiking along the beach.
From her hospital bed, 23-year-old Angela Hernandez posted a detailed account Sunday night on Facebook of her survival after the crash near Big Sur in California.

 

Amazon’s Prime Day for shopping slowed by glitches

NEW YORK — Amazon’s website ran into some early snags Monday on its much-hyped Prime Day, an embarrassment for the tech company on the shopping holiday it created.
Shoppers clicking on many Prime Day links after the 3 p.m. EDT launch in the U.S. got only images of dogs – some quite abashed-looking – with the words, “Uh-oh. Something went wrong on our end.” People took to social media to complain that they couldn’t order items.

WASHINGTON – A Russian national with alleged ties to a top Russian official was charged in federal court in Washington Monday with conspiracy to act as an agent of the Russian Federation, and was ordered held without bond.

 

Cave diver says he might sue Elon Musk after tweet

SAN FRANCISCO — A British cave diver involved in the rescue of 12 Thai soccer players and their coach said he would consider taking legal action against Elon Musk after the Tesla Inc. and SpaceX chief executive suggested on Twitter that the diver was a pedophile.
On Monday, Vernon Unsworth told the Guardian that he was “astonished and very angry” after hearing of Musk’s tweets. “I believe he’s called me a pedophile,” he said.

Police say trio attempted to ‘dine and dash’ with a knife and a hatchet

Three individuals attempted a dine and dash at Imperial China on Saturday, using a razor knife and a hatchet to threaten restaurant staff after trying to walk out without paying for a meal, the South Portland Police Department said Monday.
Officers responded to reports of customers fighting with the staff around 5 p.m. that evening.
Bryan Frank, 39, of Portland, pulled a hatchet from his waistband as he allegedly tried to walk out on a $40 tab, police said. Restaurant employees attempted to confront Frank, and one was pushed to the ground in the process.
