Perry officials declared a state of emergency Friday after a reported tornado caused damage in the city.

"A state of emergency is declared for the City of Perry due to a tornado strike," a statement from the city on social media said.

The video shows what appears to be a young, Black male wearing neon yellow shorts and a white T-shirt being detained by a Lansing police officer.

Police responded shortly after midnight Friday, Aug. 11, to West Street.

A 22-year-old Lansing Township man was shot in the head at a residence on N. Catherine Street, police said.
