San Diego may soon place several new restrictions on a controversial nonprofit that oversees development in downtown and some nearby neighborhoods. The new rules aim to increase oversight and transparency of the nonprofit, which is known as Civic San Diego, while also requiring it to include more low-cost units in residential projects it subsidizes.
