Local governments and school districts across California, struggling to pay for essentials, are asking voters to approve tax and bond measures — and, in one case, a hopefully alluring new name.GUADALUPE, Calif. — Vacant, century-old storefronts stand as bricks-and-mortar tombstones in this once-booming little farm town on California's Highway 1, where flatbeds piled with strawberries rumble by, rarely having to hit the brakes at crosswalks.
