Church Hill Woman Accused Of Beating Dog With Rock

CHURCH HILL — A Church Hill woman has been arrested after she was allegedly spotted in a roadway without a shirt and on drugs, while also hitting a dog in the face with a large rock. Debra Kay Havens, 59, is charged with cruelty to animals and public intoxication. At about noon Monday, the Hawkins County Sheriff's Office was alerted to her disturbing behavior on Christian Bend Road. According to a caller, Havens was wearing only a bra and blue jeans while walking with a dog — and was observed to have "struck the dog with a big rock several times in the face." A responding officer found both the animal and Havens sitting on the porch of her residence in the 100 block. When asked about her scant clothing, Havens allegedly explained to the deputy that "it's too hot." She reportedly had trouble answering other questions and seemed confused, while also "walking around with her head tilted back and her mouth open." However, when asked about possible abuse of the dog, Havens allegedly admitted to striking it with the rock.
