By Rachel Molenda Those who work within Charleston city limits will have to pay 50 cents more a week for the city's service fee, which City Council raised Monday night.The service fee, also called the user fee, will increase from $2.00 to $2.50 beginning Jan. 1, 2016. It will increase another 50 cents in 2020 to $3.00.The user fee is currently $2 taken out of the weekly paychecks of those who work in the city.
