Bureaucracy Frustrates Gulf Oil Spill Efforts

GRAND ISLE, Louisiana (Reuters) - Those on the front lines of the Gulf Coast oil spill say they are forced to fight two battles -- one against the crude washing into lush wetlands and another against needless bureaucracy.
