WASHINGTON -- Former state Treasurer J. Kenneth Blackwell dropped out of the race for chairman of the Republican National Committee yesterday, shortly before the party tapped former Maryland Lt. Gov. Michael Steele as its new chairman. Steele, who becomes the first African-American to chair the Republican national party, was selected by a majority of the 168 members of the RNC on the sixth ballot.
