Those who are having a tough time deciphering college football’s targeting rules shouldn’t feel bad. The officials paid to enforce them don’t have a great grasp of the situation either. Penn State linebacker Brandon Smith was ejected in Saturday’s loss at Michigan on a targeting call, a decision that the Big Ten said Wednesday was incorrect. Smith tried to cut in front of Michigan receiver Grant Perry at the goal line for an interception on a low throw.
