Amy Arrington will not be the next city manager in Haines City. Mayor Horace West announced Arrington’s decision at the end of Thursday night’s City Commission meeting. West has been negotiating with Arrington, the Davenport city manager, since the commission voted 3-2 on Monday to offer her the job.
