LIMA — The bands played Friday. The rides spun with excited motion. The food begged visitors to stop for a bite. The Allen County Fair was back in action as it began its 167th go-round Friday night. And like she has for the past 50 years, Shirley Haller was there. “I just love the Allen County Fair,” said Haller, who worked in the treasurer’s office for much of the fair but pitched in on almost every other job at some point, including once as fair manager temporarily.
