MENANDS — A service was held Monday at the grave of President Chester A. Arthur, the 21st president of the United States.The Division of Military and Naval Affairs conducted the service at Arthur's monument in Albany Rural Cemetery to mark Arthur's birthday.Brigadier General Michael C.
