ALBANY -- A coalition called "End Overdose NY" passionately voiced support Monday for a proposal to permit sites where New Yorkers can use intravenous drugs under supervision and without fear of arrest. The key goal behind allowing safer consumption spaces, or supervised injection facilities, is to prevent overdose deaths, which have risen drastically in recent years.
