The three utilities that serve the mid-Hudson were reporting about 5,000 customers without power in the midafternoon Tuesday after strong thunderstorms packing heavy rains moved through the area.Ulster County was particularly hard-hit, with Central Hudson Gas & Electric Corp. reporting about 4,600 customers without power. In Ulster County, outages were reported in the Kingston, Accord, New Paltz, Port Ewen and Woodstock areas.
