CLEVELAND: A 3-year-old boy who was shot in the chest and died early Wednesday is the second young child killed in a drive-by shooting in the city this month.The boy, Major Howard, and a woman were shot Tuesday night while sitting in a parked car that was strafed with gunfire on the city’s east side.
